What a Citi export looks like

Citi credit-card CSVs typically include the columns Status, Date, Description, Debit and Credit. Some exports add a Member Name column. (Tiller Citibank export guide)
Debit and Credit are separate columns and exactly one is filled on any row. Citi writes a purchase as a plain amount under Debit (126.44) and a payment or refund as a negative number under Credit (-41.00). (beancount.io Citi page)

The sources do not state the date format, and the sample uses made-up rows. StatementSnap reads the signed Credit value as money in, so payments come out positive. Not affiliated with Citi.

How it maps to Actual Budget

Citi puts money out and money in in separate columns. Actual has a "Split amount into separate inflow/outflow columns" option for files like your original. You do not need it for the converted file, which has one signed Amount column.
Citi writes payments and refunds as negative numbers in its Credit column. Negative credit values are treated as money in, so payments and refunds come out positive.

Dates in the converted file: ISO YYYY-MM-DD. In Actual's import screen you can pick the date format to match the file and confirm the green interpreted date.

Import into Actual Budget

Open the account in Actual and press Import.
Select the converted file and choose the CSV option.
Pick the column for each field (Date, Payee, Notes, Amount). Check the green date that shows how Actual read the date, and change the date format if it is wrong.
Leave "Flip amount" and "Split amount into separate inflow/outflow columns" off, then import.

Questions about Citi and Actual Budget

Should I tick "Flip amount" in Actual? Normally no. The converted file already has purchases as negative amounts. Only use it if the preview in Actual shows them reversed.

Why ISO dates for Actual? They cannot be misread as day-first or month-first, and Actual lets you choose a matching date format on the import screen.

Is my bank data uploaded?

No. The converter is JavaScript running in your browser tab. You can disconnect from the internet after the page loads and it still works.

Which banks work?

Any bank that exports CSV. Dates, delimiters (comma, semicolon, tab), European number formats, separate debit/credit columns, headerless files and extra summary rows are handled, and you can override the column mapping.
